After the second General Haku'ou Koku having put himself in position awaiting for the invading enemies at the key strategic city of Nanyou, Raku'A Kan tells the court to be ready to make some sacrifices, such as abandoning some castles and concentrate their forces in key areas, due to Han not having the sufficient manpower to fend of all of the Qin armies.

After the news of an additional invading army of 100,000 strong led by the Qin Six General Tou, Raku'A Kan proposes for to come out of Shintei with 100,000 men towards Nanyou, bring along 50,000 additional troops from the different Han castles on the way, and finally meet up with 70,000 men that are currently at Nanyou, in order to counter the 160,000 invading army with a force of 170,000 Han soldiers, believing that with such a plan, Han's victory would be assured, since many of the Qin soldiers invading have just recently been conscripted and thus, have no military experience. But he is quickly forced to dismiss this plan after the news of an additional Qin force of 100,000 men invading Han.

Due to this, Raku'A Kan is forced to change his opinion, now believing that the best course of action would be to have Nanyou's forces be immediately ordered to retreat back to Shintei in order to reinforce inner Han, to which the Chancellor Chou and the King Ou An agree. But to their surprise, this 100,000 additional force is revealed to be a fake one, made up of elderly Qin citizens that have been used as mascot soldiers in order to put Han in complete confusion.
