The King's Problem is the 648th chapter of the Kingdom manga.
Summary[]
While the Royal court argues how to deal with Zhao's persistent defense, has to deal with another problem, Ryo Fui. Since he fell from power, a nascent faction that followed him to the city of Kanan has started recruiting all other non-aligned nobles and political enemies of the king to their banner in the former Chancellor exile. Shi Shi, worried about the gathering powers, proposes that they "eliminate" the former Chancellor of the State.
But Sei has other plans for him. Without warning, he visits Kanan to talk to Ryo Fui about the situation. Ryo Fui greets his former nemesis, telling him what is happening in the area. Sei warned the former Chancellor that even a little stupid move would earn him the execution, as most of the court officials wanted his death. But Ryo asked him that if even a civil war between Qin is hard, imagine how to quell the infighting if he unifies all of China. Sei says that he came to that area regarding Kanan only, then asks him to quell the tension, which Ryo quite declined. Ryo also said that the problem of dissidents is because of Sei's decisions.
Shi Shi's solution also is quite good, and even before Ai's rebellion he was made a scapegoat, then telling the King that he is too kind. Then he notes that the King's heart is both his strength and weakness, then says that he wants the King to hear his last words. Then he asked if there was something that caused his loss in Kinen Temple. And also asked him if he still had the same ideals, which the King affirmed. Then Ryo hugs the young king and bids him farewell, noting that if he leaves Kanan, he will be executed, so he will deal with Kanan as he sees fit. Then a month later, reports that Ryo committed suicide arrived, just before an edict containing him being stripped of Kanan and his riches arrived at Kanan.
In the aftermath, a sealed transport carriage is seen leaving Kanan, with voices asking what they will do, another voice says that he wants to see Sei's ascension.
