Ou Sen on the plundering of Gota. There was an underground storage for food in the city of Gota. Ten tries to read Ou Sen’s plan, and thinks, that he might have attacked Gota, in order to refill their food supplies. But this brings more negative points, than good ones. So, she calls it the "most foolish of plans". When Ou Sen releases the civilians Kyou Kai, Ou Hon, and Mou Ten realize, that his goal was not the food, but that he has some kind of plan with the refugees.
